There is no need to "un-register" a device. You simply uninstall Webroot and install it on a new device if needed.

Webroot currently has excellent detection ratings. Are you sure that what you are experiencing is a virus, and not a Potentially Unwanted Application causing popups and ads?
The latter is not detected because it is not malicious and you have to agree to install it.
