A collection. That said, it seems better built for Constructed, whereas I feel that just buying Commander decks for roughly the same price would do more to expand your understanding of the different card types. It's okay for what it is.

The foundation series does a good job of providing complexity without overly complation. Fun to have a couple packs to rio, too.
