Q: Can this be used on carpets and hard surfaces?
A: I use it on my wood floors and my carpet. Easy to stop the "beater bar" to move to wood floors, although I do use it on wood floors too.
Q: can you purchase extra batteries? or is the battery built in the vacuum?
A: Good question, Julie - The battery is built into the hand vacuum on this stick vac and cannot be replaced.
Q: Does this have the ability to turnoff the beater bar?
A: No, you can not turn off the beater bar.

A: Yes it has a charging base that it sits on.
Q: Does this work as a handheld?
A: Not great. I have a cat so I can relate to pet hair that is everywhere. You need a good rotating brush to pick up pet hair and the handheld is not good for that. The handheld is better for loose debris.
