A: You can use either one. But if you use powder the liquid tray insert needs to be removed. Also if you use Tide Pods, they get thrown right into the washer. There's also trays for softener or bleach.

Q: why does washer not fill up more than initial fill amount on "normal" cycle?

It isn't unusual for the Washer to fill with different amounts of water when different cycles or options are selected, and the automatic weight sensor also helps determine how much water will be added. It's likely that the conditions you're trying to imitate with the different settings will behave differently with clothes in the Washer than with an empty drum. Also, in a Normal cycle, the initial fill is not representative of the amount of water used for the full wash. The nature of HE front loaders is to saturate the clothes in a mixture of soap and water and tumble them, but not to immerse them, and more water is added at different points in the cycle based on the selected options, soil level, and number of rinses needed.
