• No. It does not record. It streams from online channels. However if you have video files on your computer you can use roku to stream them on your TV using roku media player + playon

• No, smart tv's are for watching videos of many formats. From the Web, nas storage, memory stick, cable box, antenna, ect. But there are new apps every day.
