The advantage to having a smart TV is that you can connect to internet. So yes, you could register a Roku account, but you don't need a Roku account to use the TV. I think just certain apps require a fee. You could just use it with cable tv, and then if the renter wants the paid apps they can pay for them themselves. I don't know about needing credit card. I didn't need a credit card account to use the tv, and there were plenty of free apps I could use. I already had a netflix and hulu account so just signed into those. I was able to add Food Network and a few other shows too without needed a credit card.
