Yes it has a tuner. Yes you need something to store your data on--it has no internal storage.

It is it's own tuner.
You can have a flash drive or external hard drive. 
It is a 2.0 usb connection.
I had to get a 2tb drive. My larger wouldn't work with it. Either because it is too large. Self powered or both.

It has its own tuner,and you do need a flash drive.
However,please be aware that this unit has an annoying deficiency in its remote control:You need to be within a few feet of unit or pointing the remote directly to get it to respond,no exceptions.
Even when the remote responds,it’s hit or miss.The remote control is significantly unreliable.
This is the most common serious complaint.

Yes it does.However,being a pro in the business of AV installation,I have found this unit to be extremely poor quality.
