For windows if you go to settings -> system -> sound, there's an input device mic testing option. Just choose "Microphone (HD Web Camera)," and see if it picks up noise. You don't have to do anything special. Just plug the usb in and the camera and mic should work for whatever app you are using. If you want to turn it off, you can go into device manager and disable the device, but it is normally off until you open an app that uses mic/camera. Personally, I just keep the cap of the camera on when I'm not using it, and I only allow certain apps to use the mic.
