Hello, Yes, and Echo Dot will allow you to voice control smart home items. If you have an Alexa compatible Smart Thermostat, or Alexa compatible Smart Lights or Smart Plug or Smart switches, then yes, this will do the trick. Have a good day.

yes the Echo Dot can perform those functions as long as the lights and thermostat are Alexa enabled. You can also plug the lights (or other device) into an Alexa enabled smart plug and it will turn them on/off and set timers.

Yes as long as you download the alexa app and pair them to the device it will have to be smart home/things capable for alexa to do so
