You can set this up using a computer and don't necessarily need a phone. Whether or not a phone makes it easier could be debatable but, someone who has done it both ways would be better suited to answer that.

It's easier to use it on your phone but you can use a tablet or anything that is connected on the same network/wi-fi that Echo Dot will be on or you can always use your Amazon account which you will need in order to set it up. The Amazon account is the main operation for any of Alexa's devices. Hope that help.
