The Amazon Echo dot doesn’t require a hub to operate. If you’re referring to the SengLed hub for the smart bulbs, then yes, you need a smart bulb hub to operate the smart bulbs. The Echo Dot or any Alexa enabled device (eg Android phone app, iPhone Alexa app, etc) will work with the Sengled hub

The Echo Dot devices work in their own. They do not need a hub. 

However, if you are looking for connecting various connected smart devices like Philips Hue multicolored bulbs, the full functionality is achieved by using the Philips hub. Not all smart connected devices can be directly paired to the Echo platform without their manufacturer’s hub.

Yes this work perfectly in its own. Just download the Alexa app on your mobile device collect and follow the instructions.
