I have a blue tooth sound bar connected to my smart tv. Will the Echo Dot be able to turn the volume up and down instead of using my remote? null

The Echo Dot will not actually adjust the speaker volume but it would adjust the volume from the Echo Dot itself thereby increasing the volume. This is the same way a phone paired to bluetooth in a car works, you can adjust the output of the phone using the volume and then adjust the overall volume in the car using the radio volume. However, I have the Fire TV Cube and since that includes a IR blaster it actually does adjust the volume of my speakers directly.

You need to get the smart plug to be able to do that but once it is set up it's my understanding that you can.
