• No. Only if you purchase apps, books, videos etc will you be charged to your amazon account. No monthly fee. No charge for preinstalled apps

• No there is not. You will only be charged for apps that you download that have a price. My kids download free apps all the time. I have never been charged. I set my account up to be notified of any charges and my kids have to have permission to download from me before they do.
