Is this comparable to the Samsung Tab 3 null

Yes it is comparable but this tablet has a much faster system, much higher resolution screen and much larger (and more expandable) memory. There has been a lot of advances since the Tab 3 came out back in 2013-2014 which is considered old in computerized devices. Technology abounds!

Depends on your Definition of comparable, and what your expectation is of the device. For basic tasks and better SD capacity, the Fire imo is the better choice. If you want better camera functionality and graphical capability, steer toward the tab....
