Some content can be, but not all. Certain apps will not keep data from a previous device, but each app is different. I would make sure you use the Backup & Restore function in the tablet. Here are steps on how to do that:
1. Swipe down from the top of the screen and tap Settings.
2. Tap Device Options, and then tap Backup & Restore.
3. Tap the switch to turn Device Backup ON. Your device will automatically back up once weekly when it is in sleep mode and connected wirelessly."
This backup will keep your:
-Personal settings
-Silk Browser bookmarks
-Home screen and app layout.
