The answer is yes and no. You are supposed to only be able to download things off the Amazon app store, which to my recollection does not offer kids youtube. However there is a process to sideload it onto the tablet. The only issue I ran into, I couldn't get it to migrate from the parental account to the free time kids account. So I had to put on parental controls on the main account so my daughter could use kids youtube without being able to access anything.
