Yes. You can connect it to your phone's hotspot for internet connection. Might want to confirm that your mobile plan has unlimited data that includes hotspot usage. If not sure you can call your mobile provider and they can confirm what coverage you have. If you don't plan to use the tablet for accessing any personal info like your bank or anything else. The Amazon Fire HD 8 will work just fine without an internet connection, and can easily be connected to a public WiFi network just like you would your phone. If you know you'll be somewhere that doesn't have any network available, many apps allow you to download local copies of movies and media directly to the device. You can even expand the storage for media by add a Micro SD card to the tablet. The Fire HD 8 gets around 13 hours of battery life, so you should be good to go all day while out and about!
