Hello Suri, This would be great for an older youth. The family can still set up parental controls. They do not need wifi, but having wifi will help make the tablet perform to its best as a lot of games/movies/apps only run with wifi now. The HD 8 does come with special offers enabled. The special offers on this tablet only show up on the lock screen of the device. There are no other ads on the device during its use.
