“After connecting to Wi-Fi and downloading a game, can that game be played without being connected to Wi-Fi? I do not have Wi-Fi at home, currently. I want to make sure that my son will be able to play games when at home or somewhere that does not have Wi-Fi.”

That ability is determined by the game, not the machine. But yes, there are TONS of games and apps for kids that do not require access after downloading.
