So this is not an easy question to answer,

First The Night owl project app is supported in the amazon app store. so the answer is no. there is an app from IPcamsoft.com called "viewer for Night Owl IP cameras "  this app might work and you can find it on the Amazon app store.  I don't know if this app will work but you could give it a try.

One way other way  to get the app on the Fire Max 11 is to do a google search on how to install the google play store on the fire max 11 tablet  now this might not work for you because some apps from the google store might not work for the Tablet because not all apps on the google app store work with the Fire Max 11
