• Yes or USB port in your tv if available. I preferred the outlet for more power stability

• not necessarily... i have mine plugged into the the USB port on my TV. You will probably get an error code suggesting that you plug the USB cable into the included wall plug. some TV don't have enough power but I've been able to continue using the Fire TV Stick even without switching over to the more reliable wall power.
