Many electronic devices are country world region specific. This was a huge problem back in the day when people used DVD players a lot. You may have bought the Kindle while shopping on Amazon, but you didn't but it FROM Amazon new. You got " a deal", on a used one. Return it. While it is possible to burn a device to a new region a few times, you are not likely to be able to do this with a Kindle.
