“Trying to use it for my Ring Light on for a few hours, how do I know when charger is on? The ring light is inconsistent, not sure if I should be clicking the charger button once, twice, small green light along with white lights on, white lights on only?”

The charger starts charging when plugged in. If you're not sure if you're getting power, plug a second device in temporarily, if one is getting power, the other is, too. The green LED is for the trickle-charging mode - specially designed for small devices, like Bluetooth earbuds.
