• Probably (would depend on the boat). A typical boat it should work fine and we've started a number of boats for other people at boat landings with it.

• i see no reason it could not unless your boat is not using 12 volts. It is the main purpose. i have seen others start a lawn mower w/o a battery. Most are designed for assisting a weak battery.
