“I want to back up equipment that draws 185w. It is sensitive to voltage fluctuations below 115v. Does this unit function as a voltage regulator? Does it consistently put out 120v? Greg”

No, it doesn't run continuously, it only takes over when it detects the power is out/out of range.

Yes the BN1500M2 would have a voltage regulator but it would only boost 11% so it would really depend on how your input power is.
