No you don't need in and out cable connections. Those are just to protect your coaxial cable in case a surge would travel through those lines, which that rarely happens.

It really depends on what type of data connections you are using on the equipment you are connecting to the surge protector. If you do have any data connections like a Coax or Ethernet connections running to the equipment then you would want to protect the data lines from surges as well.
