“Can you use this Ipad for photo editing? I know the Ipad pro would be the most ideal purchase, however I am doing photography strictly as a Hobby. Therefore I dont feel like I need the best of the best version available.”

you could definitely edit photographs, however if you prefer photoshop-level editing, you are better off getting the pro. This iPad is more of a side-kick which is going to be used for lighter tasks like surfing, netflix, reading, etc. Anything graphic intensive will be a little challenging, but it will definitely support it I believe. If I were you, I’d get the pro though, specially for the processing capabilities.
