Yes you can, all you have to do is enable AirDrop on the iPad and while both your phone and iPad are unlocked simply go to your iPhone, open up photos, tap on the photo you want to transfer, hit share, and then hit AirDrop to the iPad when it comes up on the list. Of course, there’s a quicker way to do this and that would be bye creating an iCloud backup on your iPhone and then restoring your iPad using that iCloud back up. All the photos, home movies/videos songs and other purchased Contant will appear on the iPad.

You should be able to air drop photos between Apple devices no problem.
