• Yes with appropriate app. It has Bluetooth capability.

• I’m sorry I don’t have an answer for you because my boyfriend hasn’t tried borrowing e books from public libraries yet although I think that is something you can do on most IPads. He is not sure yet about the blue light feature either at this point.
