I can tell you as I have both. I purchase the 9th Gen to replace my 4th Gen due to the fact that the Gen 4 was starting to become unsupported, and wouldn't run some of my normal (favorite) apps, such as YouTube, AutoTrader, etc. It's not the 4th Gen it's self, it's the fact that the 4th Gen will not run the latest iPad IOS. Therefore can't run the apps designed for the latest IOS. This latest iPad blows the old Gen 4 away! There is no spec or aspect where the Gen 4 is superior.

This new one feels lighter to me, but maybe its the case I had on the old one. The charger with the 9th gen uses USB-C, which can transfer more power. Charging time seems to be about the same. The camera can now follow you in Facetime similar to the Facebook portal. You can now move around and remain in frame. Try it. There's a return window if you do not think its worthwhile. .
