You do not need to pay extra for WiFi access. If you are trying to use the iPad through internet wherever and whenever, you would have to purchase the cellular iPad. However, the standard WiFi iPad Air can connect to any wifi signal. This means you can bring to a coffee shop, or library, or anywhere with internet access and connect to the internet without needing cellular connection.

I have the non cellular version so no it just connects to wifi for free
