You can if you use the cloud service apple offers. All of your apps that you own should be free to redownload from the store as well.

yes, by using icloud backups.... but be aware that some passwords will not transfer, so it may still take extra time to get everything back to the way it was.

I think so. As long as you have the latest update on both devices you shouldn’t have any problems. I had only a problem from iPhone to iPad because it’s a little different.

Yes. Make sure you have an iCloud account. Back up your old iPad. During setup on your new iPad. Choose restore from iCloud. All your stuff on your old iPad will be on your new one.
