“Can I run Photoshop on this tablet and if so is their any lag?”

• Adobe is releasing the full version of Photoshop this year (in 2019), but there was a demo Adobe held in some Apple conference thing, and it didn't really lag at all. You should be fine as long as you get a Pro version of the iPad, whether it be the 2017 or newer 2018 model.
