Yes you can buy the iPad 10.5” without activating the Verizon account with the two year contract - but you will pay an extra $200 - but you won’t be obligated to have the two year contract.

Im not sure what you mean by "take out". VZW ipad can be contracted with month to month payments or pay off the entire ipad at time of activation for significant lesser price than month to month purchase. Once its paid off you're not really contracted anymore you're just paying for monthly service,you can sever your service with VZW but you wont have the cellular option on the ipad.

You don’t have to activate cellular unless you get a discount on the selling price from Verizon. I got $200 off so I had to commit to 2 years. I wanted the cellular so I was going to pay for it anyway, getting $200 off was a bonus!
