- Answer No. You have to purchase and iPad with the cellular option (Wi-fi + Cellular). You could, however, connect it to a hotspot for an internet connection if traveling in a car or at a park, for example.

- Answer You can use any app on the ipad without the Apple pencil or keyboard. It is just like any phone device. You can view Web sites with the brower. The pencil or keyboard are only optional but are not required for this / any apple device.
