Apple has a QuickStart setup that does the transfer for you - all you need to do is turn on the new ipad with the old one nearby, and then it will ask you to use the camera of the old iPad to view a symbol on the new one to get the transfer started. Apple Support has complete instructions For Quick Start on line.

Just make sure to back up your old iPad so that your new one has everything you wanted to transfer over from the old device . I hope this helps.
