“can this ipad be activated at best buy when i pick it up or do i need to go to carrier to activate it”

You must go to a carrier for AT&T.

Yes, I believe you can. I currently don't have a line on it but I was able to sign in using my apple ID and i was able to send messages and make facetime calls.

If you have a SIM card for it already you just need to toss it in. If you don't you can get one at Best Buy or your respective carrier it works on all four.
