• Yes, I believe you can. I currently don't have a line on it but I was able to sign in using my apple ID and i was able to send messages and make facetime calls.

• If you have a SIM card for it already you just need to toss it in. If you don't you can get one at Best Buy or your respective carrier it works on all four.
