There are apps that allows you to scan and attach to pdf out there. The regular notes app that comes with the device allows you to capture the information and with a stylus you can make notes or adjustments and sent it off via email or messages etc.

Yes you can
the native notes app will do it: just open the app and press the camera iconic the right corner, it will give you the option to scan
There are a lot of apps in the app store that will scan docs and are really good also
I have installed turbo scan app on my phone, you can scan and upload directly to your folder, PDF email, etc
