What does wifi unlocked mean null

WiFi means you can connect to the internet , if service is available . Unlocked is a reference regarding phone service carriers . Of which if the iPad you purchase does not include cellular does not apply .

That specific iPad only uses WiFi to access the internet. A 4G model will need a Data Plan Carrier like Verizon, AT&T or Sprint to access the internet.
