Are you referring to Final Cut Pro or LumaFusion? Then yes, it had released to the iPad recently. There is a subscription that you need to pay monthly.

Yes...kind of. It comes with iMovie which is a video editing software but it is very simple. Also, DaVinci Resolve for iPad just came out and it is free on the App Store although you do have to pay for the studio version.
