Yes, you can load various version of Photoshop, such as Fix, Mix and even the actual Photoshop app, with some limitations. More features to be added in future updates. Lightroom also works great on the iPad Pro.

Yes you can download both those programs on the App Store. Keep in mind that these programs are the iPad App versions of the program, and may not have all the features the full fledged programs have like you would get on Windows/Mac. I would say unless you are a power user/professional, you probably won't have any issues.

Yes, there are millions of apps on the App Store designed to take advantage of the large display on iPad. Many are designed specifically for drawing or painting digitally. To take full advantage of drawing apps, you may want to use Apple Pencil (sold separately).
