This is wi-fi but can it be use as lite also null

This does not have cellular capability. I connect to the internet when there is no available Wi-Fi enabling the hotspot feature on my iPhone & connect via Wi-Fi or Bluetooth. This works perfectly & I don’t have to pay extra for monthly cell service for iPad & initial cost of device was less.
