• It works with any wifi. If you are talking about LTE capabilities then you need to get the other model. I'm not sure what you'd do there because i bought my LTE iPad from my cellular provider

• No, it will work anywhere you are able to connect to WiFi. Of course it will be the most useful if you have WiFi where you plan to use it, such as at home or work.
