You are able to take it to your cell phone provider and choose a data plan. You will be able to use it anywhere you go without having to look for a wifi hotspot. For example: T-Mobile, Verizon, etc.

You can go to any carrier and get it connected. For example if you have Verizon and your iPad is unlocked you can take it to them to get it activated and put onto your plan.
