That includes places like libraries, airports, hotels, and coffee shops. If you have a smartphone and a good plan, you can also set your phone up as a WiFi hotspot and connect your iPad to your phone's WiFi and use that. But if you're talking about just picking up internet from the airwaves anywhere, that would require a service plan with a company AND you need to make sure the iPad you're using as 4G LTE.
