You can’t purchase more storage space on the iPad itself after the initial purchase. You would need to get a size that works for you before hand when you purchase. You CAN however always upgrade iCloud storage to make room for more files and such. You can go to Settings

Sorry, there was a problem. Please try again later.Sadly, no, the amount you buy at purchase is all you get, but fall of 2019 will allow thumb drive, sd card, and hard drive support through the usb C port. I bought the 64gb option, and I rarely have it full, because I use iCloud storage.
