It means that you can set up a data plan with any carrier like ATT, Verizon, T-Mobile to have cellular data and not have to be connected to WiFi. It lets you use the tablet all the time.

@Brea29 regarding your last question - YES you're correct. If you get the WiFi only edition u can only have access to the internet whenever you're connected to WiFi. However if you get the WiFi + Unlocked edition u can access the internet whenever connected to a WiFi signal and always IF you add/connect your ipad with a carrier
