Technically yes if you have a USB c to lightning cable. Pretty sure it is way overkill for your need though

Don't think your iPad uses the USB C system.
Since this power supply is for USB C devices, it will not work with your iPad which uses the Lightning connector.
Try changing the cable first!
There are more cable problems than power supply problems.

You would need to separately purchase the USB-C to lightning cable if you wished to use this power adapter to charge your iPad 12.9. The iPad 12.9 uses a lightning port, so if you have the USB-C to lightning cable then you would be all set.

I am pretty sure that the iPad will use what it needs and the higher wattage of the converter will not matter.
