If the 9.7" iPad Pro model you are evaluating is unlocked (see webpage tablet is being advertised on for more information), you don't have to sign up for a data plan - you can just use it for Wifi. However, if you don't plan on using cellular data on the tablet, you could purchase a WiFi only model for a lower price...
